This is a call for submission for the first Regional Dialogue for the Asia-Pacific region, which will take place on 24-25 February 2011 in Bangkok, Thailand.
As a result of the Ukrainian Ministry of Health Resolution No. 634, the level of criminalisation of users of the most wide-spread illicit injection drugs has been increased 20-fold. This new resolution, along with other recent developments, threatens harm reduction efforts to contain the HIV epidemic in a country where injecting drug use is the key driver of HIV.
