This report presents recommendations to governments for legislative and policy reform to strengthen the national response to the HIV epidemic and improve accessibility of evidence-based HIV-related services for people who use drugs and incarcerated people. Further recommendations aim to ensure that UN and other international aid organisations support countries in implementing such reforms.
