The promotion and protection of human rights and fundamental freedoms while countering terrorism - Report of the UN Special Rapporteur on counter-terrorism and human rights

In the present report, the Special Rapporteur on the promotion and protection of human rights and fundamental freedoms while countering terrorism, Ben Saul, examines: (a) the recent legal treatment of certain organized crime groups as “terrorist”; (b) the legal and policy inappropriateness of conflating organized crime and terrorism; (c) the negative impacts on human rights of excessive securitization and its ineffectiveness; and (d) the human rights-compliant alternatives that strengthen the legal frameworks and tools against organized crime and violence and address the conditions conducive to it, including through suppressing illicit firearms and corruption, reforming drug policy and strengthening human development.
