IDPC statement on law enforcement to 8th meeting of Heads of National Drug Law Enforcement Agencies (HONLEA), Europe

Tom Lloyd, IDPC consultant on the law enforcement project, was invited to give this statement at the end of the formal plenary at the 8th Meeting of the Heads of National Drug Law Enforcement Agencies (HONLEA), Europe (June 2009). In the statement he calls for the engagement of senior law officials to consider a new role for law enforcement in drug control.
