Closed to reason: The INCB and HIV/AIDS

This collaborative report critically analyses the performance of the International Narcotics Control Board in terms of its reaction over time to the growing incidence of HIV transmission through injecting drug use. The authors find extensive evidence of inaction, inaccurate statements, selective use of the evidence, and procedural defects, that have undermined international efforts to respond to this public health problem.
