The war on drugs has failed and Australia should consider legalising some substances, according to a new report backed by some eminent Australians. One contributor was Foreign Affairs Minister Bob Carr whose younger brother died of a heroin overdose. He has declared the policing of 'soft' drugs a waste of police time, while former New South Wales Director of Public Prosecutions Nicholas Cowdery has argued Australia should legalise, regulate and tax all drugs. But would a more liberal approach reduce the death toll from drug use?
