International Conference on the Universal Abolition of the Death Penalty
Background
The project was initiated by the Permanent Representation of France to the Council of Europe and French Ministry of Foreign Affairs. The International Institute of Human Rights was put in charge of organising this International Conference on the Universal Abolition of the Death Penalty in Costa Rica. This project receives financial support from Governments of France, Germany and Netherlands. The conference will take place from 9 to 11 October 2014 at the Inter-American Court of Human Rights (ICHR) in San José. The Location of this conference was not only chosen because the Headquarters of the ICHR are in San José but also because Costa Rica was one the first States of the American continent to abolish the death penalty at the end of the 19th century.
Objective
This event aligns with the French diplomatic action for the establishment of a generalized moratorium. This Conference aims, on the one hand, at raising awareness among the international community on the importance of this moratorium, first step towards the universal abolition of death penalty; on the other hand it aims at informing legal practitioners on the possibility of “a judicial moratorium”.
Target Public
This Conference will gather lawyers, judges, diplomats and representatives from intergovernmental organizations working at the international level to identify best practices in terms of abolitionist and reductionist strategies.
